Default Rate my Paragon Build

Alright, well after I aquired my weapons and armor for my beloved paragon, I figured it was time to sit down and come up with a build for him. I wanted a command build, and I really enjoyed the concept of the forever burning builds, so I came up with this.

8+1 Spear Mastery
11+1+2 Command
11+2 Leadership
3 Tactics

I use centurion's insignias

"Watch Yourself!"
Anthem of Flame
"Stand Your Ground!"
"Incoming!"
"They're On Fire!"
Burning Refrain
Blazing Finale
Signet of Return

Ok... well with 13 leadership I can spam Anthem of Flame and "Watch Yourself!" for a fair bit of energy, not to mention the AL and burning effects. "Stand Your Ground!" and "Incoming!" are used when the party is under a spike. (Duh) I also use "Stand Your Ground!" whenever I feel necessary, even if it's not during a spike. Blazing Finale is put on all of the melee attackers and ranged people who will be using regular attacks or attack skills. Burning Refrain is placed upon the same group. "They're on Fire!" is used once a fair amount of enemies are burning to further reduce damage taken.
I personally don't find it a very complicated build, and someone else may have thought of it already. It was just something that I thought up and am planning on using for a while. Thanks for your input!

EDIT: Im rethinking "Incoming!" in this one. Any ideas?

I'm afraid you've commited the usual mistake of putting 9 in spear just to get some form of damage out of it. This has left you too little in what you wanted, which was primarily Command. When running Watch Yourself, I prefer putting more points in tactics to get more AL, and use party-wide buffs like Ballad of Resto which work like party-wide RoFs (kinda). The synergy between Anthem of Flame and They're on Fire isn't that great, but is unfortunately one of the few examples of skill chaining available to Paras - I'd remove both and free up 2 skill slots.

If you're running WY, it's natural to give adrenaline more of a role by putting in GFTE instead and spamming both WY+GFTE. That means you need tons of adrenaline, which means replacing that ineffective Incoming (whose duration is too short for PvE) with Focused Anger. You've only got 9 in spear, so at least use it to get adrenaline even if you're not gonna be chucking for damage.

Which leads you down naturally to 1 or 2 of the viable Paragon builds.

I agree if you're not using any spear attacks, just leave all your points out of Spear Mastery. You're just using it to gain adrenaline at this point, and raising it to more levels won't help with that.

Here's an idea, switch to Necro secondary and ditch Watch Yourself. Take Cautery Signet as your elite and transfer the burning with Plague Sending to help "They're on Fire!" even more.

i like sparhawks idea... and if you want to replace wys... go for the eyes is excellent... possibly one of the best damage shouts for a para...
(if damage is what your going for that is)
